/cap command (changes the group cap for the server)

See attached.

/cap #...does no error checking if you don't put in the argument. Will remove groups will a # of players above the new cap.

Don't forget to add the method to refresh server properties in there, so it will update automatically instead of typing /propsrefresh (or w.e. the command is) after you use the /grpcap cmd.
If you can't see the problem, then this is the problem :mrgreen:

Actually on my test server it worked as-is without refreshing the props. If I added the refreshproperties it reset the cap back to the default of 8 =/
