Instant CL10 / King / Trainer NPC

With the help of Dcosper
I have made (based off of the original Champion NPC in user files) a Instant CL10 (for 2,000 bps) NPC where you can train your CL's, Respec, and train your CL abilities.

*Despite the fact the alot of the CL styles/abilites aren't avilable* everything work fine!
Let me know if there are any issues!

BTW I helped him with 1 function lol, he wrote the rest himself, also seeing as how he just picked up C# one day and choose to learn it, i think hes doing a good job.
