Lets try this:

1. Download the or locate the driver that you downloaded (the latest version).
2. Right click on the .exe and select "unblock" if it exists, if this option does not show don't worry and move on!

3. Again, "right click" on the .exe file and click on "Run as Administrator". If you are prompted to continue click on "YES". proceed with the install.

Its okay if you don't get a window that says "yes or no" just sometimes you may.

I am unsure of the issue, I still point to a graphics card driver thought the new driver could be more buggy than the old one. Can you try a different graphics card?

I have an Nvidia EVGA GTX 560 Ti

I also have friends that all have Nvidia for some reason and they are not having any issues with Windows 8 or 8.1 with
7900 GT
8800 GTS
GTX 660

I don't know anyone else that has an AMD card.

I had the mouse jitter issue as well... there is a microsoft released hotfix on their site to resolve it... it does not COMPLETELY clear it up but it does enough to be playable... it has to do with DPI.. if you use a crapy mouse, you will not have this issue..

google windows 8.1 game mouselag fix its out there :)
