launcher problems

Ok, I'm new to this kinda thing, but for a LAN party i wanna set up a private server that we could connect to and play on. So I d/led the DOL.bin.zip, unzipped it and tried to run the program when i try this is what i get: its an error message:

The application failed to initialize properly (0xc0000135). Click on the ok button to terminate the application.

I dunno why it wont work so anything that could help would be nice... ty Travis peterson

well i had thought i figured the problem out, but that didnt help either... i dunno wether im missing sometheng er what....

do the clients that users that connect to the server need to have the update too?

No, all that clients need is any launcher.
