I don't know if the files in the keeps folder have been added to the project. (Haven't had the time to look yet)

Where are you looking for them? 
First random location I entered was in alb part of 163 region and keeps were there. No keeps for other regions are in the code (and even support for other regions wasn't there, had to add something quick).
All that using 1.73 ToA client.
