Ingame Added Loot Fails?

I became a GM on this server, so I don't have access to anything but the GM commands they have ingame. So I decided to get a little bit done and test a bit. I added a custom junk item, added it to a level 1 mob at droprate 100%. I set the respawn on the mob to 0 and made sure that it didn't move. I then logged in my non-GM character, killed it and nothing dropped! I killed it several times, still nothing. Logged back in to my GM and checked the loot; it showed on the list when I used /mob viewloot. The command that I used to add the loot was /mob addloot junkdrop 100.

So I thought that perhaps it was the item's fault. I summoned an already added item, Pulsing Ruby, I put the correct template in and it registered as successful at 100%. I went and killed it and nothing.

Is there anything that I could have done wrong here? Do these commands work at all? Is it my server's fault?

The server needs to be restarted. The loot templates are read in on server startup.
