When GM popped in game last night the discussion of how the armor was going to be available in game and I mentioned how it was done on live and well I think I didn't give quite the right information.
For complete details you can read here:

The armor is given through a quest, and the whole of the quest is fairly long, including farming faction of certain mobs which means lots of killing or repeating a particular side quest.
Anyway, once you get to a certain point of that, you can get the repeatable great hunt quest, each time you complete this you can talk to an npc to pick a piece of dragonslayer armor. What I forgot was the great hunt quest is to kill the 4 ADOLECENT dragons, not the main dragon.
After you have at least 1 armor piece you can then get the quest to do the main dragons (on live it is actually requires doing something to summon the other realms dragons, so you kill those too) for credit it to get the weapon. After the kill, you click on the corpse to get credit then can go to npc for your reward, which is you can pick which weapon you want.
The armor quest was repeatable so you can get all 6 pieces, while the armor quest was a 1 time quest so you can only have one piece but there is an npc where you can exchange for a different one (similar to champ weapons).
The Adolecent dragons were a bit easier than the main dragon, main dragon was suppose to be a 3 group encounter and the adolecents a 1 group, but the difficulty difference wasn't as much as that implies. Dragons were farmed with one group (there were a few different but specific group makeups) and you still needed most of that same group for adolocents since they had a pretty nasty nuke too and they have a lot of adds around them that will come when you pull dragon if not quickly cleared ahead of time.
With that I am not sure what approach you want to use for Storm since even a paritial live approach would be a fair bit of work. Could simply have items drop or do a simplied version of the quest where you simply kill main dragon for choose of item.
I prefer idea of armor and weapons be quest related and one reward per kill as it means everyone gets a class appropriate item from the dragon so would be a more reliable means of obtaining them while not being too easy. This means that you have to bring the toon that wants the armor which in some respects will make encounter more difficult since the toon you want the armor on might not always be the best help in doing the encounter. The cloaks, I think probably have them be drops or a different quest, since I believe they do come from a separate quest on live as well.
With that, if your going to have the armor come from the main dragon, I am thinking dragon needs to be tone down from what it was a couple months ago. I think as one of the few encounters on the server, I don't want it nerfed to a point where people are able to do it with 2 toons, but a full group is not easy too pull together so thinking it should be possible with less than a group if they are well played and well geared players. I don't think it was impossible with a single group when we tried it yet we had 2 + groups and failed, in part because we didn't have a strategy but with how twitchy the dragon was not sure strategy would of helped much so it came down more to luck and lack of sufficiently powerful characters.
