HpPwrEndRegen.cs (Kalares Necklace Regen Charge)

This is a properly working spellhandler for the Kalares Regeneration, and can (as I have) similarly be used for the Champ Weapon Regeneration.
It's an adaptation of the Shaman RR5 because they are the same thing.
The tick value is hard coded at 5%, the duration is dictated by the spell in the database.
