Is it possible to create new maps .. or adjust the current maps?

Example:
Take One zone in New Frontiers like Albion realm, and place all 3 frontier keeps in it .. so the realms can just share one frontier to fight over? This eliminates the boat travel and other craptastic NF issues.

Not without modifying the client, which we don't discuss here. In short, it's extremely difficult and the maps would have to be shared with every client.

You could server-side create a border keep for each realm in albion frontier, that itself isnt so difficult -- easiest with the keep fastcreate commands.
