(Live) Patch #19 - more class improvements, salvage fix

Changes from Tolakram:
- Warden heals procs now heal for more
- Mauler kicks, in Power Strikes, have a reduced recast timer of 2 seconds and are AoE up to 800 radius for the level 49 spell
- Bonedancer and Necromancer pets will now be the level of the caster, with the highest spell level caps being raised to 80 as well. This fixes an issue where high levels of these classes had horrible pets. In addition, all commander pets are now 110% level.
-Bonedancer and Necromancer lifesteal is now on a 1 second recast timer. In addition, damage and lifesteal % has been raised for the highest level spells.
- All casters and archery have had their damage increased. In addition, the minimum casting speed attainable has been reduced by 1/2 a second.
- Once a player goes above 1165 in a skill they will receive a +200 point bonus to that skill to enable salvaging of level 81 items. This fixes an issue that required everyone to get 1300 skill points in a materials skill to be able to salvage.
- The minimum melee speed attainable has been reduced by 1/10 of a second.
- The spell resist rate against high level mobs has been significantly reduced.
** Please note: I have tried again to balance melee, spell, and archery damage from level 80 players against high level bosses. This will result in some imbalance at the lower levels, but generally all types of damage is similar once players reach levels 50+ This will hopefully make casters and archers more viable against end game mobs.
