(Live) Patch #32 - Item and cap changes

Changes from Tolakram:
- Changed: The cap for Mana and PowerPool has been raised from player level to player level * 2.
- Changed: The cap for spell duration has been raised from 50 to 75.
- Changed: The cap for skill bonuses has been increased to level / 2 + 10, or +50 at level 80.
- Changed: Unique Item bonuses have been improved dramatically. The primary stats, for example, can now be as high as 200 on level 81 items in comparison to the old cap of 81.
- Bugfix: Corrected the display of overall power in /bonuses, replaced with a numerical display of your current Max Power.
