Changes from Tolakram:

This patch introduces new realm ranks all the way to RR 20 plus some translation changes due to the fact D2 will now only use the base Albion rank titles. I used the DOL translations when available to translate these titles to German and French, plus I made some changes that I thought would improve some of the titles for D2. Naturally there may be some mistakes (I don't speak French or German!) so please post any suggestions.

- Additional RP related changes:

- Mob RP worth in Acts III and beyond has been increased.
- Mobs inside realm regions (D2 frontiers) are worth additional RP as well.
- Diablo III RP worth has been increased
- Mobs killed as part of the Diablo III event are now worth 100 RP instead of 1.
- Realm mode keep and tower capture RP reward has been increased.
- Damage done by mobs tagged as Act V (Act V and NM/Hell/Realm zone mobs) has been increased.

As with the other realm ranks the player earns 1 realm skill point with each realm level.

For realm ranks over RR13 the RP number in the character tab will begin to wrap and not be accurate. For those RR13 and above you will now be able to see your realm points in both the /title and /bonuses windows.
