(Live) Patch #34 - Easier access to Wrenches and Combiners

Changes from Tolakram:
- Players can now purchase Wrenches and Combiners off of a special merchant located in the entrance area to D2 frontiers.
- Combiners and Wrenches now have a better chance to drop worldwide, plus an increased chance on most bosses. Both these items will now have a chance to drop from level 1 on, with the chances increasing in Isles and Frontier zones.
Please note: Combiners and Wrenches are special unique items that have to be created when purchased. Basically you are paying for a loot drop. Because of this you can only purchase one at a time AND they may go into your trinket bag!
