PK guards are spawned from Database or spawned from keep code ? if it's the first, it can be fix in database, if it's the second it needs to be fixed in code

Misidb is older than dolbpub3.1 and normaly intergrated in.

Misi has some toa etc in it but a majority is french so for english users, will require some updating but is well worth it compared to spawning it all yourself when you can do mass changes from DB
