Dawn of Light

I have been wandering around quite a bit and can't seem to find this portal stone marked IV on the Northeast border. The quest log doesn't mention much more...not even sure if I am in the right zone at this point. Been wandering around Stygian Delta for a loooooooong time now.

Can anyone point me in the right direction?

There is an small instanced region in the north east the portal stones are scattered among the region around it.
