I tested Excalibur RvR Arena at level 50 and i see a bug : All Excalibur Castle guards and Commander are grey.
Also, add a Hastener would be beneficial.

Hmm seems like keeps arent read from db for some reason that is why they grey i dint found solution for it on other hand the the hastener cant be added cause it have to be added to region 10010 and that one dont exist in db and add it to 1007 wouldnt help cause its only the instance create off region 10010.

Go into radius of keep and you gonna see there is no message cause keep isnt loaded from db so no keep guards can be assign to.

Okai i think the default keep manager comportement is modified by the instance script.

Well no cause if you add keeps to original zone keeps arent added to instance graveen added keep to zone 10010 and 10009 (pvp and pve if i understand it right) and instance is created from that both regions but somehow the script isnt grabbing those 2 zones outa cache so only region itself is loaded with the specifies added to the scripts.
Even if keepmanager would have been edited it would still be able to read keeps cause sorcecode hasnt been changed on storm in a while.
The only thing i believe that is possible that somehow on last keep update that regions were excluded on change to new keeps so they are disabled but i cant check that cause no acess to logs nor to sourcecode.
